After this Article there should be included the following articles:

Article 107-1. Factions shall participate in the work of the Supreme Council and contribute to the development of informed parliamentary opinion. They shall be independent and autonomous, and shall have their own rights and duties They shall be entitled to adequate resources in this respect.

Factions shall establish an internal disciplinary regime on the basis of the decisions democratically adopted by the caucus. The rules of procedure of the Supreme Council shall determine the conditions for holding a conscience vote and the punishments for violating party discipline.
Each faction shall elect a floor leader from within its membership.

The floor leader of the largest faction in the Supreme Council which does not support the Government shall be designated as Leader of the Opposition. The Leader of the Opposition shall enjoy special rights in accordance with the Constitution, the Law and the rules of procedure of the Supreme Council.

Article 107-2. Deputies of the Supreme Council shall be representatives of the entire nation, not merely the constituency which elected them. They shall not be bound by any imperative mandate.

No person may force a Deputy of the Supreme Council to act contrary to his or her conscience or beliefs.

Deputies of the Supreme Council have the duty to maintain a high standard of integrity.

No Deputy of the Supreme Council may abuse his or her status as such in order to acquire any rights or interests in property or position, or in order to assist other people to acquire such rights or interests.
